Doha, Qatar: Qatar has been recognized as the safest country in the Middle East and ranks eighth globally in the 2025 Expatriate Group report—a leading authority on international healthcare insurance for expatriates living, working, or studying abroad.
The study evaluated data from 128 countries, using critical indicators such as the Global Peace Index for assessing political stability and conflict risk, the Crime Rate Index for measuring levels of crime, and natural disaster statistics to gauge the likelihood of such events. Scores from these categories were combined to rank the safest countries for expatriates.
Notably, the report pointed out that aside from Singapore, Qatar is the only nation outside Europe to feature in the top 10 safest countries list.
“Coming in eighth overall, Qatar ranks second worldwide for the lowest crime rate,” the report highlighted. “Strict laws and strong law enforcement create an environment where violent crimes are rare, and petty crimes, like theft, are uncommon. Public spaces are perceived as very safe, enhancing Qatar’s appeal as a secure place to live and work.”
The report also identified political stability as a significant contributor to Qatar’s safety. “The country enjoys stable governance with minimal political unrest. Its focus on economic development and fostering positive international relations ensures a secure environment for residents and expatriates alike.”
In addition to safety from crime, Qatar’s geographical location shields it from many natural disasters. “The country is largely free from earthquakes, hurricanes, and floods, although sandstorms occasionally occur due to its arid climate. These events are generally well-managed with clear safety protocols in place,” the report stated.
Within the GCC region, Bahrain ranks just behind Qatar at 13th, followed by Kuwait (15th), Oman (24th), UAE (30th), and Saudi Arabia (54th).
Qatar also achieved the distinction of having the second-lowest crime rate in the world, with a Crime Index score of 16.0. Over time, the country has cemented its reputation as one of the world’s safest nations, providing a secure environment for both residents and visitors.
The country’s well-trained police force plays a pivotal role in maintaining safety. Their zero-tolerance policy towards crime, combined with a strong presence across Qatar, ensures swift and decisive action against offenders.
Qatar has also made significant investments in advanced security technologies, such as surveillance systems, facial recognition tools, and intelligence-driven threat prevention measures, enabling it to tackle potential risks proactively.
